Hm... tips huh? Well, I'm not exactly sure what kind of tips to give. Basically, I'd say, if you can, buy a how to draw book that at least gives you the basics and a few pointers. But other then that, I basically just chose an anime that I'd like to draw in the style of (in my case it was Inuyasha) and just try to duplicate things (like the eyes and such). Once you get those things down well enough, buy a scketch book or get loads of blank paper and just apply the things you've learned. It may not start out like mine or whatever style you're looking for, but the more you do it the more you'll see improvements. Trust me, I know. It took me half a year to figure out that I was drawing heads wrong. So really, practice makes perfect.
