Any stolen artwork you - or the artist - can report her for. It may take a long time for it to be removed, but it SHOULD be removed. Especially if the artist themselves lodges a complaint.

Even if it's a "base" of the artwork, it typically gets removed if the artist requests its removal.

Also, sorry for the extremely delayed reply. I pop on here every so often, but not so much lately.

It's Tagalog, it's a Filipino language. I translated it to say that she is stepping down from the fight.

I couldn't translate all of it, but I have some Filipino relatives who can do that for me. If she is thinking she has the upper hand because she can talk shit in another language, she is retarded. I know German, not fluently, but enough to cuss someone out.

It sounds like your friend quit cause he was posting pics of Sailor Moon and someone reported him. He probably didn't draw them himself.
