are you talking about an elder dragon? was it lao shan or akantor or fatalis?

cuz if i rmmbered correctly, when you reach hr 4 u'd get an urgent quest for lao shan at the guild hall(if it's him your talking about)

all the quest? you go to the gathering hall, and clear HR 1 to 3. The only way you can get a lao shan quest is from the gathering hall ^^
