It's already pretty much working.
Just look at my last posted deviation, that's the program.
I know it doesn't look great right know because I haven't made the art yet.
Also I'm going to rewrite it for .net 3.0 to use the gpu because right now it only use cpu and when there's another program running, it's slow down my program during the rotation.

There's also quite a few functionality that I want to add to it too.
But right now it already rotate(either mouse wheel when within red box or clicking any other icons), I can add Icons by dragging onto the red box(I will replace it by an actual picture) and removing icons, also launching programs with double click.
