I guess my question would be how horses change ranks? I just reread the manual and am still having troubles figuring it outΒ

To move from division III to division II, you have to reach two stats at 20 (or all stats at 20 for a max of 100) and have raced a minimum of 3 times (but you can race up to 10 times before you are automatically moved up if you meet the stat requirements).

Yep! The stat caps for the levels are as follows:
20 each or 100 max (div III)
40 each or 200 max (div II)
70 each or 350 max (div I)
100 each or 500 max (silver)
and then 150 each or 750 max is the absolute maximum. (gold)
It's of absolute importance that you try getting as close to the max as possible per division for the best possible chance of doing well in races. However, it's a little tricky, as once TWO stats hit 20, you can't train the others. So it's best to get your stats up to like... 18, 19, 17, etc and then do one final training of 'All' to try maxing it out.Β
