Look at this way I found to get villagers to ping you, VIA catie from disqus;
"I have a way for them to ping you, so tt and follow these steps, it works every time:
1. Change into a wetsuit
2. Fill your pockets ALL THE WAY with flowers. (this prevents them from pinging you about buying things, giving you things ect.)
3. Go swimming for approximately 5 minutes, make sure you swim all the way out to where no one can see you.
4.
Go in front of all the villagers that are outdoors, and one of them
will ping you. (: Make sure to realize going indoors will reset your
process, so you want to tt to a day when the villager you want to move
is outside"

I seen that too, I did that with Bill and he left in about two weeks. I don't know if it was a coincidence or what. Though I like to think that it's true... There is a video on youtube, a guy said that if you don't greet them or talk to them the game will try to get rid of them because you're not building a relationship with them which renders them useless...
