I've gotten notices where the people I'm to welcome are thieves or ban evaders.

No, deviantart can't send notes about thieves and ban evaders cause if deviantart knew, they would get rid of them by themselves.  Deviantart send notices to popular artists to ask them welcome random deviants. If you don't know what it is, here

Though after the first test they kept sending notices to everyone who participated to the first initiative. 
You can report an account if it's spam, but not if it's art theft.

Anyway, I've just 2 questions
1- how do you know this is an art theft account? Do you have any proof? If you do, why are you bothering me and not reporting to the original artists
2- again, why are you bothering me and not the other 10 people who welcomed this person below and above me?

I see, she probably stole the whole gallery from the weebly site then. Deviantart isn't going to do anything about it since the original artist has to report the theft themselves and I doubt they'll ever do it.
Anyway, again, why are you telling me? There are at least 10 more people that welcomed this person and you didn't bother them. You should contact the original artists and tell them about the problem. Their facebook link is on the weebly site. Tell them, not me.
I don't have a facebook anyway so I can't contact them myself.
