I was thinking maybe it should start out with Kagome lost in the fog then coming upon a sign that says "welcome to silent hill" before the fogs clears a bit and she notices that she's in a town (a very empty town) Or something like that... Yeeahhh, not a very good beginning, right?

Well I read about it on wikipedia, they don't specifically say the apartment is in SH, but I'm pretty sure it is.
