You mean a Group, right?

Umm, well, you see that DeviantART logo on the top left of your screen when you log in? Go to the little arrow pointing down right next to it, and go to Groups.
The page it'll link you to will take you straight to the group making page, and from that point on you'll have to work the rest out for yourself.

Oh! And if you don't have one of those fancy accounts and you already are an admin of three clubs (ie: Contributer, Co-founder etc) it won't let you make one.
...That's kinda the reason I had to use this account to make my group rather than my regular one.
