Thank you. Actually, I was just starting out in that style when I drew it.
For the most part I use MSPaint. I also use HP Image Zone Plus. Take my latest picture for example. I made everything on MSPaint (including the background) and then I used the other programme to put a filter colour and soft glow on it.
