Wow, I've been trying and I still can't get to Nue. The stage itself is probably harder than her.
BUT! The good news is that I beat Wriggle's, Mystia's, Keine's, Reisen's, Youmu's, Eirin's and Yuyuko's Last Words. All hail Remilia.

How do you unlock it?

It'll take a while, so bear with me.
To unlock Remilia's LW, you have to capture 30 separate Last Spells in Spell Practice. Now, in case you don't know what those are, on Normal difficulty (and above, of course), each boss has one more Spell Card, that they initiate if you manage to gather a sufficient amount of time orbs by the end of the stage. The total amount of Last Spells in IN is 42: 3 for Wriggle, 3 for Mystia, 3 for Keine, 3 for Reimu, 3 for Marisa, 3 for Reisen, 4 for Eirin and 20 for Kaguya. Eirin and Kaguya are the only ones who have Easy versions of their Last Spells, They also always use them, your time orbs be damned.

Depends. If you capture the same Spell Card with, say, 4 different characters/teams, it still counts as one. However, if you capture one LS with one character, and then another LS with another character, it counts as 2. No way to cheat your way though it. I tried, believe me...Β And then I cried, believe me.
