You go to "policy inquiry" Then just label your message as underage user, link her account (not a dev or icon. just go to her page and copy paste the url), And tell them you have proof of her being underage. Then link them to the proof.

Okay. Problem is, the messages still appear in my inbox, however, I don't have a link back to her page cuz she's hidden the messages. I don't know how they would do it unless they can reveal the hidden messages(lol) to see the proof?

Well, you can ask them if they'll do that. I know they say they won't take screen shots. See if you can get them to accept it this time since she hid the comments. Say:
"I know you guys don't like screenshots, but the original conversation was hidden on her page. Here is a screenshot of the messages she sent me."
Then maybe ask them if they can unhide the comments themselves to confirm.
