hello how do you find other people by their names, if they aren't on your friends list already?

It's really difficult to when you're not subscribed, or if the other person doesn't have a subscription.
What you can do is ask the person for the deviantART ID from wherever you are, or you can search for one of their art pieces.
Another option is if they have a subscription, you should be able to go to the Search bar at the top and put in "by:[insert artist name here]" to find their profile.
At least, that's what I've discovered while using dA.
