The Phoenician Astarte is the Babylonian Ishtar and the Sumerian Innana. But the goddess of the image is the Sumerian Lillake, the Babylonian Lilitu, the Hebrew Lilith.

I don't know why in many places this relief in terra-cotta is associated to Ishtar/Innana when she isn't in fact.
