Yes, and you can choose rather you want to be friends or just be put on someone's watchlist.
Is it weird to randomly watch someone? Uh no, only if you "watched" them for a reason...if not then yes it is weird. If there is someone on here that has very appealing art to you, it's best to "watch" them so you can be updated when they create some new art. iGuess...hope this helps.
