If you paid through paypal and it's still under 6 months after the payment has been made, you should be able to get your refunds by submitting a report.

I have been sending you messages very periodically over the past year regarding a commission I have requested, already paid for, and provided all of my information to you for originally at Anime Midwest 2017, and identifying information about myself in the messages I have sent. My messages have not been impolite, nor have they come frequent enough to have been considered spam. I have attempted to contact you through every medium listed on your business card regarding the commission I requested, and so far, I have received no word on its progress, nor have I received any sort of product for my money.
