One of our ham radio club members covers his PC boards with laminating film, draws the circuit traces, then dissolves the plastic with ferric chloride and hydrogen peroxide. He can then pour the chemicals down an ordinary drain, since the city uses those chemicals to clean drainpipes anyway! No toxic disposal problems.

The ferric chloride is highly corrosive and it is not recommended to pour into drain. I used to use the same liquid for PCB making, but now more advanced methods are available.
