You just go to their page, then click on "post comment". It sohuld be located at the bottom of their page.

If you want to send someone a note, then you go to their page, then click "send note"

You'll get the hang of the site sooner or later. Here's a few instructions on how to do things:
Click the arrow next to your username for instant access to many of the site's features.
Journals are used kind of as an announcement for particular artists. I pretty much use them for ranting, heh heh...
If you want to put someone on your friends list, click on their icon, which brings you to their page. Then click 'deviantWATCH' on the top of the page. This will also notify you on any journals or deviations they will make. If you wish to turn off any of those but still have them in your friends list, click 'Friends' on the top right corner, Add/Remove, and do whatever you want there.
If you have a very good piece of art, it may also become a Daily Deviation, but I never got one, and probably never will.

Alright, then. Oh yes, when we eventually get my scanner working, this is the story behind it: I was in English class at school today, and BOOM! It hit me! "I'm going to Dad's office today! I gotta draw something!" Then my teacher said: "Class, you have 5 minutes until P.E., so start getting ready." I had to draw it REALLY FAST ,so it is not my best work.

Hey, no need to worry! Deviantart is about having fun and seeing others' work, not to rush and stress out over art. Do you know how long it takes me to make my stuff? Around 5 hours in average. Some are quickies, but I normally take a whole lot of time on them. Even so, and I don't care how much time you took to draw your stuff - I look forward to seeing anything you make.

Yeah, but I never talk in them. Since you're able to cuss here, it may be a bit more harsh than Neopets, and it isn't as active.
Journals and even deviations can also act as boards if you keep the conversation going.
