Hi, Carmi!
I use Photoshop Elements. It came free with my tablet, so i wouldn't guess it's the best, but i really like how it works. once you get the hang of it, it's the perfect combination of versatile and simple!

Oh, really? I'll research it it sounds cool
I'm looking for something new because I'm using GIMP and to me it's like Paint, it's hard to do simple things :\ like lineart for instance
