you want to know how to make certain parts of a black and white picture colored? hmm, let's see...
(for paint shop pro)
1. open a black and white picture (or take a colored picture and make it black and white.)
2. use the lasso (freehand selection tool on the toolbar) to select one of the parts of the picture that you want colored.
3. press shift+L (or go to adjust > hue and saturation > colorize.)
4. choose the color (hue) and saturation of the selected area.
5. press ok. tada! the end.
