What do you mean by animate? coloring? If it is coloring, I basically use Photoshop and Paint tool sai for that. In Paint tool sai, my favorite tool would be brush (in base color) and then apply brush tool again (for shadows, a darker edge color) and use blur color in the edge of that dark one, or watercolor tool (if you want to also). I apply it to almost all the layers (for clothes, face, etc). This is for basically digital coloring for characters.
In photoshop, I use pen tool,shape tool and eraser tool (it's like a blur tool also). That is all what I'm using for my vector art.
