that version of the flag was suggested before as a secular alternative to the current one. As for the name, you can sometime see it spelled like though normally in a less then serious context.

sorry to bother you again, I'm trying to figure out how exactly I could make some logos for my Federation, namely the federation' various departments, military branches/units and public corporations (you probably know what that is but just in case, basically its' a company owned by the Government)

best thing to do is to think of a simple template to serve as your design.
For example, the UK and countries that were previously british colonies will often use for their military and paramilitary organisations ensigns that have their national flag in canton, a plain field (colour as appropriate) and an emblem representing the specific organisation near the fly. Though it has changed now, the Union flag deface in the centered with an emblem was also the flag use by a governor-general.
The US on the other hand principally use what are jokingly called LoB or "logo on bedsheet" that is an emblem centered on a plain background. While they are not the only one to do it, many countries use heraldic emblems whereas in their case, they are almost unique in using seals instead. in their case one interesting fact is the frequency of the bald eagle appearing but while in some country this would simply be a copy of the national emblem, the eagle is displayed in different position and different style (department of health, homeland security, US postal services, etc....)
Last example is france. No standardized design is used but because the tricolor is of such an importance to them, their governmental flags will always in some way use it so that you might have the tricolor in canton of a blue ensign with a symbol for the governor of the french antarctic station islands or a tricolore defaced on its white band with a tree for its protectorate of Lebanon. The logos of the 3 components of the french armed forces also incorporate it as a sword, waves or the wings and body of a bird.
Often, less is best such as Chinese governmental flags with their army being the national flag with the 4 small stars replaced with the chinese numerals for 8-1 and other military flags being the army flag with a contrasting colour band(s) along the bottom.
so based on this, I would suggest thinking about what your Federation is trying to project (it doesn't have to be true) and think of symbols associated with this, colours too. Next draw some designs that are as plain as possible and assume these will be the templates. One way to see if a design might work is to try and modify it (your variant design don't need to be linked to anything precise at that point) and see if even when modified they still have a family air.
Also, probably try to stick with one type of change for a given series so that, for example:
1- all government agencies have a diagonal stripe with the name of the agency inscribe on it and the stripe and field being of different colour combination for each but they will all contain black in either the stripe or field
2- all military flags have a white field but each have a different shield like emblem in the middle based on the service or branch all with a doberman as crest
3- most corporations simply have logos on a plain field but either the colour black, a doberman or the head of a doberman will be part of it

yes. Just an example. The point was that to create cohesion with only a few symbols, you can reuse them in various ways, in this case using the dog as a national symbol and the distinctive colour of its coat for fields.
If they don't get out of hand, canting (visual puns) can work too. for example the sea-rescue service of a monarchy could use the kingfisher bird as its emblem assuming its an english speaking country.

The only thing I would change really is to get rid of the continental sillouettes as the make the red voided star look jagged. If you want to be sure that people get it is supposed to be a map of earth, either use the astronomical sign for earth or a circle with 3 meridians & 3 parallels.
