"Mr. Evil" is only a crude nickname given by the humans to Omniversal Emperor Malgod.

Malgod is the creator of all evil, so anyone considered a villain (like Chara) is his creation. Sure, he doesn't directly create every single villain, & they may come from somewhere else, but their inner darkness is what Malgod gives them. When someone is blessed with evil, they are henceforth labeled as Malgod's spawn. But should they ever cross bask to the light side, that label will no longer suit them. Malgod exists because negativity exists. He is here to keep balance between good & bad. He is the definition of necessary evil.
