I use Photoshop Elements 6, but as far as I know this setting is in the newer versions as well.
If you go to the Edit menu, there should be an option that says "Stroke (Outline) Selection". A window should pop up with some settings. Make sure "Outside" is checked. and from there, you can change the colour and the width of the outline~
I hope that helped ;v; i'm not very good at explaining things orz
