If the question's still relevant for you, nothing beats Window's Surface tablet, and pair it with the amazing drawing program Sketchbook Pro. That's if money's no option, of course, though...
When my husband is using his Surface, though, I use my Huion 580 pen tablet with Sketchbook Pro on my Windows 8 laptop. Yes, I got Windows 8 on a non-touchscreen. 8D; My husband thought I was weird, too.
Sketchbook Pro doesn't have ALL the features you need, though. I supplement it with GIMP to do things like resize without losing image quality, to highlight an area and fill it with color, etc. Just save your file in Sketchbook Pro as .psd, and you can open it in GIMP to do all the stuff you couldn't in Sketchbook Pro to finish off your artwork!

Yay!!! Mushi-shi fans unite!!!! Anyways, if you like mushi-shi, i tink you should read/watch xxxHolic. The reason I picked up mushi-shhi in the the first place was because Ginko reminded me of one of the main characters.
