hey, I posted a quick sketch in my scrapbook, I doubt it was what you had in mind and I don't know if it's too shippy or anything but I have yet to see a similar dancing pony pic
let me know with that as a starting point what you would be interested in, I'd re-sketch any final one using actual references and worry more about proportions, etc (that was just from memory).

So, I don't currently have a set pricing for commissions, basically I'm negotiable. The pricing depends on detail/how long I plan to spend; from what you've said it sounds like 2 ponies plus background. Considering I'll probably spend upwards of 8 hours on it to do a good job I wouldn't mind $30-40 for a full-size vector image that could be as large as you want (I've been making mine ~5000 x 3000 px, which is more than enough for my 22" monitor - just give me a rough idea).
I would probably expect payment by paypal after I was finished and after you were satisfied (I'd post a watermarked image and after receiving payment post a clean version).
What purpose do you want this to be for? Would it be a desktop background (give me your dimensions), poster, etc? (influencing dimensions/layout)
Did you have any preferences for the picture itself such as style of dance/dancing on hind legs/all 4's, props in the background (turntable, external speakers, crowd, etc), setting, etc or are you just giving me free reign to play around with it?
Also, for Techno Zap, is the black thing on the back of her head a hood, beanie, or hair, and is it a necklace around her neck or are those drawstrings to a hood or something like that? - I just don't want to misinterpret :/
Let me know any more details you would want included and the rest I will make it up as I see fit. Also, let me know if the price range works for you or what your thoughts are with regards to that.

I'm not yet fast enough to really make it economical for either myself or other people to commission works, and 2. most people don't have massive oodles of cash floating around for fanart. I just went under a bartering assumption that you might talk me down to $5 or 10 or if I was lucky you might be like "oh sure!"

I know what you mean, when people ask me for things like point commissions I usually start of with a high price just to see if the person will except. If they do, lucky me!, if they don't I will surely lower the price to what I would usually charge people.
