It would be really interesting if Bartram was her brother, but with her weird obession with stranger's kits, I doubt she'd want to let her baby (he's most likely much younger) brother wander around alone, without a warrior to guard him or something.

Hmm, fair point. Or, maybe Bertram is a wandering stray who pops in and out of clans, and has met Petalstar. He does seem to have some idea of where the kits may be.
