I'll try to keep this as short as possible...
Proffessor Oak's whole reason for creating GRAMPS the largest criminal orginaztion started with the idea of the Pokedex. The six criminal orginazations (Thought to work seperate) were each asigned to a mission protaning to the grand scheme of Oak. 

Galactic- Their mission was to seek the power to destroy the world in order to create a new one. Simple enough that power they were to search for lied in Dialga and Palkia. After finding it though their mission had failed.

Rocket- Their mission was to perform experiments on Pokemon in order to find way to strengthen Pokemon through the power of Science. The first Experiment Mewtwo was succesful even though it had become out of control and fled. This however was no concern to Oak it was merely a test even though he planed to recapture Mewtwo. Unfortunatly the recapture of Mewtwo never happened

Aqua and Magma: There mission was to find the power to after destroying the world we reside on now to rebuild an entire new one. That power resided in Kyogre and Groudon.
They pretended to want the expansion of the world when they really wanted to create a new one. As you know they failed.

Plasma: Plasma's job was simply find a way to get the trainers of the world to release their Pokemon so their would be nobody to oppose them this would also allow Plasma to steal the Pokemon for Oak. In order to do this they sought Zekrom and Reshiram and after realizing that N could release Zekrom he was ordered to find who could release Resheram. Gheates would then take both. His plan didn't go as planned though and failed.

Snagem: Snagem job was a bit different their mission was to invent the technology to steal Pokemon directly from trainers. They however couldn't figure it out until they came in contact with Cipher (Completly unrelated to GRAMPS) They had the technology so they made a deal Cipher will make the technology but they had to use it to steal Pokemon for the creating of Shadow Pokemon. Snagem was planning to double cross Cipher after awhile but as you know the Sang machine was stolen and they failed as well.

What does this have to do with everything? It's simple. Oak originally planning to use Red and Green to complete the Pokedex so he could learn about the powers of each and every Pokemon and create clones more powerful than any other. He didn't expect Red and Green to thwart Rocket as well as the other trainers who thwarted his other teams. (The other proffessors were not part of this scheme but simply inspired by the Pokedex.) The Pokemon that Plasma and Snagem were able to get were going to be cloned into super clones for Oak. Which was the research of Rocket. and finally Galactic and Aqua and Magma were to destroy the excisting world and create a new where he would rule as god. That is the whole reason for the orginazation GRAMPS
