To get the 12 SFxT DLC Chars, you have to install the patch 1.08 (v2013 Edition) as the patch includes all files needed for those DLC chars.

About Killer Instinct, still not sure because it's a Windows 10 exclusive game and Win10 games ain't on the best term with modding or any modification of such (from what I heard).

Sorry as I kind of retire from SFxT modding atm, so no plan to make any mod right now. Btw I didn't actually make those mods, I just converted them from SF4 to SFxT with proper treatment (add second colors, add pandora mode color, and also make them color customizable if possible).
