You go to Submit
For Category: click Flash, then pick the other sub categories (Animations, Games, etc.)
Upload your flash animaton file (swf.)
It's going to ask you for a preview image (Have a small picture, because that's the preview people are going to see before they watch your animation)
Upload that picture
And fill out the other info that follows.

ohhh hmmmm... this might be difficult...
you can try downloading a swf. converter to convert the file from your moviemaker into flash.
Or if you have a flash program like Abobe flash
you can import the images one by one to create the flash.
