Sorry for the late reply. My site is hosted on a friend's webspace, and I code it in a program called TacoHTML (I think?). I'm not really sure about where exactly to go for cheap hosting sites, but I'm sure if you search for some you should find a handful of them.

I did a program where you had to participate in a homestay, so I was living with an old Kyoto couple the entire year. It really depends on the person, but for me it worked out perfectly. I loved my host parents and I really learned a lot from them! Studying abroad was probably one of the best experiences I've made--it takes a lot to throw yourself in a completely different culture, but in the end I feel most people are better for it.
At any rate, the best advice I can give to you as someone who went through all that crazy stuff as a high school senior is to actively search and collect information about schools you may be interested in (it doesn't even have to be an art school! After all, I'm certainly not going to one myself
