Oooh you're from ghetto-fabulous STL too...! Haha, shut up, the tank is not shooting flowers. Have you seen the pictures where when people protested the Vietnam War, they would place flowers inside the rifles of some soilders / police / whatever they were? That's where I got the idea. 
As for the vectors, I just simply draw the stuff in Macromedia Flash using reference pictures or from whatever I see in my mind. Yeah, not exactly a real way of vectoring, but it's close. Haha.
