Hi Counterdraw,
Depending on the medium you prefer to work in, I think Adobe Photoshop is the best software for creating artwork. You can work traditionally on paper and scan it into photoshop to color or finish. Or if you prefer to work entirely digital, you can create artwork in photoshop from start to finish.
Its a great program and you don't need to know much to get started. There are plenty of great books out there to learn Adobe Photoshop, I suggest looking into one that teaches you the software itself, instead of only learning how to color comic book art. That way, you will be a more well rounded artist and capable of solving creative problems in multiple ways. I hope that answered your question and good luck!
