in general it's a sign of respect and distance towards the one in front of you. So it's used for any official matter, to teachers, and in general for strangers as well.
but I would never talk like that to a kid or someone (obviously) younger than me. On the other hand I automatically talk like this, if I assume that the other person is older than me (for example people in their early 30's). To people of the same age as myself it just feels strange... xD
