Personally, I think they both wear boxers.
Hiccup would probably wear boxer-shorts, either just regular ones ( [link] ) or plaid ( [link] ), or maybe something a little nerdier like ones with little baseballs on them. Jack would wear either boxer-shorts (These ones instantly come to my mind: [link] ) or boxer-briefs ( [link] [link] ), or maybe both depending what's on his drawer
