Hey, I just downloaded GIMP but I'm having a little trouble with the layers. How do I make them?

If the window for Layers isn't visible, go to Windows > Layers,paths. To create a new layer, click the first button (a piece of paper). Choose transparent layer. You can create lineart or whatever with that layer. Color layers go beneath the lineart layer. Since you're a beginner, you could use different layers for different things (like a separate layer for shirt, skin, pants, etc.).
To save your work without compressing all layers, save your file as either .xcf or .psd. When you're ready to save it as an image, save it as .png.
