I use photoshop CS5. I think it's the best one even though it's been outdated by CS6.
I used to have Photoshop Elements, and that's nice and easy as a precursor to the the monolith that is real Photoshop.
I've heard good things about Sai and other painting programs, but I've had photoshop since I was 13, and it's been real good to me. C:

Well, they're definitely an investment, I can't find good ones for free.
On ebay, you can get Elements for around 30 to 45 bucks.
And CS5 is around 200. (Which sadly is pretty cheap)
I wish I could help you further, there might be some people on the internet who know how to find good free ones, but I've always been a little wary of that.
You might have more luck finding Sai or various other painting programs for free. C:
