Shimmer didn't put together what no pony seems to have put together-
power is not greatness
Greatness is not power
To believe a dellusion as true
Is to be truly diluted
To actively not learn is to choose ignorance and the peril that always follows - no matter your theories which will always fall short as is the mechanics of theories
However, Shimmer's failure has made her possibly the wisest equestrian ever- especially more than those that defeated her and could once have been called her better - even if shimmer still isn't the most powerful
Thus- power is not greatness - never was never will be
No one will ever be great until they learn that - Shimmer is the closest to this
You can't learn how to get back up if you've never fallen
You can't learn how to not fall when you've never fallen
And friend ship makes this happen all the more successfully - as is the greatness of friendship

How hard is it to realize that a title and Good Samaritan are never the same thing and for a very concret reason
one who sought power only to be proven vain would be the most damming of any initiative in word and proof... Especially under rediculous pretense like destiny
What is to say sunset didn't come to belittle ponies for their self invalidating careless exaggerations and adherence to them? Such as the example we get from Rairity and rainbow dash's cutie mark stories? Exaggerated myth and careless ego.
And celestia does zilch but to bend and profit from it while concurrently holding the ecosystem at stake in the process ... Quite a convientnt leverage point isn't it?
Not to mention all princesses suffer from victory syndrome and crumble where the answer is particularly vauge or painful especially on the personal level
Once is a fluke twice is a coincidence three times is a pattern
Heroic negligence breeds villainous justice
That sums up mlp's characters and many other fictitious and historical takes alike the virtuous and vices
You can't play the game and pretend the consequences don't reach long and far

For me I also saw Sunset as someone who wanted to control where her life went. Celestia was just being a naive control freak who could NEVER learn from her mistakes.
Also it is hard to understand what you are trying to get across, because of the vocabulary you use.

Shimmer could have learned that power persuit is like you said- a naive attempt to jealously control what doesn't have to be controlled
Thus there is no "should" for such control- thus there is no destiney, and such ideas are not needed
This in turn could have opened her eyes to the same problems in celestia and all her ilk that lead to problems including shimmer's rebellion
Negligence from heroic things breeds justice from a villainous source - pretty non substantial myths help motivate the creation of self
Defeating concrete things
Shimmer could have become enlightened beyond her would be saviors by seeing her own self absorbed ignorance reflected in Equestrian status quo leaders and conscripts from their relative philosophy of dues ex machina being beyond question and predetermined just because they say and believe the integration of friendship makes it so- along with complete capitulation to the non sentient demands of the elements of harmony ... Along with the woeful attitude of "win = right"
She could have brought to alignment that friendship is never about power, though the princesses with everything to lose would obviously disagree, and the elements would just find new hosts to puppeteer, and when you say that friendship is magic- it might make power available, but that is not the Magic the phrase refers to, but rather what wonderful things it allows to happen with virtually nothing at all-
That friendship makes it possible for a dark age mideval style of life to be complete paradise in of itself honest and sincere - all the little things are a blessing- complete satisfaction
Not bullshit after the fact that events are excuses for self entitled delusion to rule everyone's heart and mind through tribal group mentality
Shimmer could be the one to see how friendship is used either intentionally or unintentionally that the virtues of friendship are a means to yoke ponies into fodder for the status quo- whether or not the status quo can repel the hazards of the Equestria world
We didn't really apriciate the show because of hierarchal power plays did we?
Shimmer could have been the voice that confirms "No, because that would be wrong."
As for the example of villainy- she could have been the villain that shows a would be princess that titles are just illusions to fool others and they are very inappropriate especially in the case of actual family like friendship
Or she could have been the villain that shows a deeper problem with Equestria- a universal danger or rot that Shows how ignorance is at play in some of the worst ways simply because ponies can't be bothered to care about it.
Or an actual villain that is a thorn in the princess delusion that makes it impossible to simply continence away or outright defeat reality
Any of theses would have been an improvement, and would add more along with the prodical repentance - how negative emotions were a volitle by product of reasonable disgust with a problem
Besides, power and titles never made a destined hero anyway .... And they won't either

Yeah.
Believing your life is controlled by destiny is an unhealthy to borderline dangerous way to live your life, which is exemplified in Cutie Marks since you are bound to only one true talent in life.
To be honest I like the idea of Sunset stopping herself from becoming part of the warped status quo created by Celestia, and being labeled a villain because of it is quite an interesting concept. This revelation with evidence to back it would definitely shake Twilight's values to their very core if faced with such a reiteration of Sunset Shimmer.
I also agree with what you say about the original meaning of "the magic of friendship" has been lost, could also apply to modern media with all that nakama crap they use in anime.
For me I was thinking of Sunset starting out like in the first Equestria Girls film, but quickly changing her ways after she realizes that she is becoming no better than her parents.

I loved The Fall of Sunset Shimmer comic. That comic and this image represent all that Sunset could have been as a villain. That ship has sailed, and we have good girl Sunset now (and I like her), but I'll always remember the awesome potential of villainous Sunset. ^_^

Well, in that comic there had in fact have shown us the potential of Sunset Shimmer as villain, but they have shown also her potential as a hero, because we have discover that she could have become princess if she opened her heart to friendship and learned humility. And knowing she did this in the end of first Equestria girls, this made us want more intensely an her return in the future (and we got in rainbow rocks).

Having potential as a hero increases one's villain potential exponentially. Just ask Darth Vader! ^_^
That said, I do genuinely like the heroic character that Sunset evolved into in Rainbow Rocks. Definitely a major improvement over her state in EqG1. I'll just always hold a torch for the epic villain she could have been.
