When Rias was summoned by Issei Hyoudou where she arrived to witness a dirty blond hair human fighting the Fallen Angel; Raynare with an unknown and rare "Scared Gear" along with a creature that she has never seen before. After the fight was over due to Raynare forced to retreat from her mistake in underestimating that human she was successfully to reincarnate Issei as a devil, Rias tried her luck with Ethan, but he kindly turned down her offer saying that reincarnating him may be impossible, so he proposed an alliance should she find it acceptable which she thankfully did accept.
