Evolution Mechanics
Collect 100 rubies (sapphires if shiny) and then take them to an NPC who will make Ruby Armor (or Sapphire Armor). Give the Ruby Armor (or Sapphire Armor) to your Eevee.

Lore
In a small mining town, a worker in the mines would take rubies, sapphires and emeralds that were too small to be cut for the company’s purposes home with them. They taught themselves to shape the gemstones and began creating beautiful pieces of armor that Pokémon could wear. While on most Pokémon, Ruby Armor raises Defense by 1.5pts in battle, Sapphire Armor raises Special Defense by 1.5pts in battle and Emerald Armor heals health in battle, it makes some Pokémon evolve. The first Eevee that put on the Ruby Armor immediately evolved into Rubeon. However, when a shiny Eevee attempted to use this method, Ruby Armor wouldn’t work. The creator of the armor suggested trying a different kind of armor, and it was Sapphire Armor that got shiny Eevee to evolve into Rubeon.

Biology
Rubeon is covered in sharp, rigid crystals that it uses to defend itself and allies. Even the parts of its body that aren’t covered in crystals are as durable as rocks.
