Kinda disappointed on how screentime they had in Volume 3. They really need to showcase their true capabilies. I mean their fights just feels like they are unable to have a full fight.

The designs for Scarlet and Neptune come from BIGBANG's song, "Fantastic Baby". It is confirmed by Monty Oum, and he even says that Sun's team was designed WAAAY before team JNPR even was.

Honestly, I have a feeling you're overthinking it. Part of me just believes that Monty is addicted to creating badass fighters and can't stop himself and that the writing can't keep up with the character creation process. SSSN strike me as characters that are just that: characters. I doubt that, with the exception of Sun, any have any kind of narrative stake or backstory that will be explored. At least not as of right now. They all strike me as throwaway characters. And in my opinion they probably should be thrown away (Sage and Scarlet).
The team is struggling to balance writing the characters already introduced let alone the ones that have been living on the moon (Adam, Raven, Scarlet, Sage, Cardinal, Junior, Mil and Mel, Coffee). There's too many characters and too many utterly worthless plotlines that serve as failed attempts of justifying existence and shoehorning in character involvement.
Of the characters introduced the only people that truly matter in any measurable way are: Ruby, Weiss, Blake Yang, Cinder, Roman, Ozpin, Ironwood, Glynda, Pyrrha, Penny, Sun
Jaune has done absolutely nothing but chase his tail.
Nora and Ren have provided nothing more than filler dialogue.
Coffee exist as a Deus Ex Machina that honestly detrimented Breach and the Grimm.
Neptune exists as a desperation move to disengage WeissxJaune which was foolishly born of an ad-lib.
Raven and Adam have done nothing.
Neo, Mercury and Emmy seem to be little more than busy work for when the action sequences hit.
Junior, Mil and Mel are tragically not involved anywhere near as much as other characters despite being three of the most promising and actually having some measurable stake in the overarching plot.
Scarlet and Sage were so expendable they didn't even need them in a RWBY/JNPR/SSSN scene.
While at least involved with the plot, neither Oobleck or Port really feel needed.
Zwei adds nothing but bad plot elements.
Cardinal are punching bags.
And there's still these characters sitting on Monty's desktop:
Apsara, Bones, Cobalt, Garnet, Tempest, Mint, Flynt, Theodora
And from these we can probably guess a few other characters (Cobalt and Garnet for example suggest a team based on gemstones)
And that's ignoring these names that feel like they actually matter:
Taiyang Xiao Long, Qrow, Polendina, Yue, Willow Schnee, Winter Schnee, Venus M, C. Schnee(?)
And what about a possible family for Blake? Or more White Fang members (there are two male silhouettes in Black and White)? Or the Council? And there's still dozens of character folders Monty hasn't willingly leaked.
There's too many characters and it's hurting the narrative. And I truly do doubt that SSSN, CFVY and CRDL exist as anyone meaningful.

Dude it's just a theory and besides this second volume they gave us so much information about the world of remnants and seeing how in the first volume when jaune have his own arc it show us that anyone can have character development or they own arc not just the main characters I understand what you saying but not like how you say that sage and scarlet or throwaway character and besides Monty Oum can up with team sssn way before he build team JNPR and team CFVY.

Actually I believe CFY all existed even before RWBY the show and they were brought out of the framework when Velvet became popular. Also that arc in V1 was utterly atrocious. And nothing Jaune has done has mattered at all. It's all about him. He has no stake in the Cinder scheme, no real connection to Ruby, Weiss, Blake or Yang, or even Ironwood, Ozpin, Glynda, Sun or Penny. His arc should not have existed. It was worthless, forced, cliche-ridden, developed nothing overall, slowed the pacing, damaged Weiss, wasted poor Pyrrha's time, actually forced a halt in RWBY development. Side Primary Protagonists CAN exist. I'm not arguing against that. But the only three in a position to be Side Primary as of now are Penny (saviour of the world), Sun (wants to get even with Torchwick, as canonised in A Minor Hiccup) and Pyrrha (on Cinder's List). No one else matters. Seriously, there is no reason for their existence. If Jaune died between V2 and V3 nothing would change with regards to the overarching story. It's all bad once you look away from the actually planned overarching story. Weiss/Neptune was terrible, Weiss/Jaune/Pyrrha was terrible, Jaunedice and Forever Fall were terrible (ignoring the touching moment where you see Blake helping Ruby collect tree sap). It's all just really, really bad.
There are two plots within RWBY right now. The first matters, involves RWBY, could involve everyone else, is faithful to the genres of the show and actually builds characters with appropriate interaction. The second is all about Jaune, is little more than wish fulfilment for every nerd in existence, is filled with cliches, hurts the characters involved, completely diverts attention away from the crisis at hand, and has absolutely no involvement of Ruby, Weiss (okay it does, but it really shouldn't), Blake and Yang.
Jaune doesn't work in his current position. He needs his own Shounen anime where he is primary and Pyrrha, Ren and Nora, as well as Cardin and a new tsundere to replace poor Weiss, all serve as secondary protagonists because's Jaune's storyline has absolutely fuck all to do with RWBY. JNPR should be a four episode mini-series during the RWBY off-season. And apart from occasional crossovers, JNPR should have little to nothing to do with RWBY because it doesn't. It just steals 1/6th of RWBY's run-time to run this Jaune Underdog Story and accomplish nothing overall.
