Usually birds puff themselves up to try to look bigger and intimidate threats (depending on the bird, its usually the crown feathers that puff up the most). But this bird actually looks quite relaxed! It's got its eyes closed and almost seems to be nodding off. I've known birds that let you hold them, but bite if you try to touch their bellies or heads! This could be the case. Another reason could be that you did something that it didn't like! Or maybe it likes you and was playfully biting you! There's also a thing called the 'trust bite' in which the bird bites you to see if you're reliable. The catch is not to react to the bite, and to stay clam with a friendly face! It might be considering to trust you! There are various reasons for bird bites. Don't get upset after one bite! When I held my blue crown for the first time, he bit me numerous times and actually drew blood! Now he's my best friend!

they bite a lot, sometimes to be affectionate, or to tell you they don't like something you did. It is a wild animal after all. cute, though.

It looks like a blue streaked lory, part of a loirkeet. I am not positive at that angle, but I think it might be.
