Professor Finbarr Calamitous from The Adventures of Jimmy Neutron: Boy Genius.
This short sighted scientist was a reoccurring enemy of Jimmy Neutron, and quite an eccentric one at that. He could never finish anything, from inventions to sentences (Though he mostly got over that last one through self help classes). So he kidnapped Neutron to force him to finish his contraptions, but his plans were foiled, and he’s sworn vengeance ever since. Bonus points for being voiced by TIM CURRY of all people.

Professor Venomous from OK K.O.! Let’s be heroes.
An associate of the vile Lord Boxman, Professor Venomous is a reoccurring thorn in the side of K.O. and friends, though he’s much better at it than Boxman. With his assistant Fink, he plots trouble for the world and plaza, and may even have a connection to the mysterious shadowy figure that is the source of the mysterious “T.K.O.” Powers...

Doctor Locus from My Life as a Teenage Robot.
A farmer themed felon, this madcap menace plagued tremorton with farm animal based robots, only to be foiled by XJ-9 AKA Jenny. He also had a daughter, who turned out to also be a robot.

Major Doctor Ghastly from Evil Con Carne and The Grim Adventures of Billy and Mandy.
Not truly evil, but loyal to her boss Hector Con Carne, this female mad genius acted as the head scientist of Hector’s organization. She was rather bubbly, but could think of numerous evil plots and plans that would have worked were it not for the incompetence of her cohorts.

Doctor Heinz Doofenshmirtz from Phineas and Ferb.
A goofy, but gifted scientist, he turned to evil because of his miserable childhood. He wasn’t very good at it though, always having his inators destroyed by Perry the Platypus.

Doctor Drakken from Kim Possible.
Formerly known as Drew Lipsky. After being mocked by the scientific community, he turned to supervillainy and now plots to take over the world! With his ally Shego and legions of henchmen, he might come close. If it weren’t for a certain secret agent named Kim Possible and her sidekick Ron Stoppable.

Professor XXXL (Triple Extra Large) from Codename: Kids Next Door.
This demented doctor tried to create the perfect snow cone, so he wasn’t truly evil. But due to a misunderstanding, the Kids Next Door tried to stop him, and he wouldn’t hesitate to destroy them for interfering. He notably seemed to have a new animal mutation in every appearance, from a turtle shell to octopus tentacles (Which I drew him with in this pic.) He also had a tendency to hang out with the other villains, despite his rather amicable nature.

Doctor Screwball Jones from Wander Over Yonder.
This clownish creep would always try to make the people of the galaxy happy, on his own terms that is. With his joke and gag themed arsenal, this fearsome funster was quite a menace for Wander and Sylvia!
