Description That old-school tradition of justice has survived in some countryside and underdeveloped urban areas; it even crept back into derelict cities that economic crisis had left devastated; furthermore, it's also allowed to keep existing by the central government as one of many concessions to maintain a one-world government without having to face too many uprisings (and the fact it's constantly expanding on a spatial scale only means that more and more leniency is observed towards downright backwards practices of this kind); a less "official" version of this logic exists also in high level criminality in the city. Similarly, but it's even less admissible, it's a concession made by city authorities to crime clans so they wouldn't form crime empires too big or too disruptive.

A Greek word gave the verb "to ostracize", but the original meaning is a little bit different. People put under this curse by their clan, family or otherwise community for repeated patterns of criminality (or any other motive), would lose all civil rights; so they would in fact be free to go wherever they want, but ban themselves for safety, knowing that their (presumably numerous) enemies wouldn't be prosecuted for murdering them. What little police force would exist in those areas, wouldn't come to their rescue if they were in danger, or even have any obligation to intervene if they were getting mauled before their eyes. Their legal name would immediately be changed to "Ostrakon" and it would appear in lieu of their actual name on all official paperwork, government websites, even social media accounts.

In constant fear, and basically unemployable, Ostrakons generally and understandably run away from their area as far and quickly as they can. Some embrace an outlaw's life. Some start a fresh new honest life (but under their new infamous legal name) in a safer environment, generally big faceless cities where nobody knows their own neighbors and where the justice system is a bit less antiquated, and they can even find support groups. Some end up committing crimes with the apparent intent to get caught and sentenced to jail. Prisons in some areas are filled with people named "Ostrakon". It is believed that this is due on one hand to a habit of a life of crime, on the other hand to a paranoia developed by this condition.

But this prison phenomenon doesn't make a lot of sense; even if Ostrakons would actually feel more at ease, "with their people", among criminals, being locked up with them on purpose while having such a target painted on your back sounds completely absurd. Maybe this aspect of Ostrakons is overblown by activists who have chosen this angle to tackle this dire issue.

You did good with the emotions of the poor guy, all moved and stressed... You feel the urgency.
The pic's powerful and the text really imaginative and somewhat creepy because it's not that far-fetched as "justice" and governmental failure go  
And that dark country music in the link is a good soundtrack for bottom-hitting outlaws on the run.
