I wouldn't call the cookies and milk thing a tax. Think about it, on Christmas Eve, the big guy has to deliver presents to everyone on the globe before Christmas morning. That's 24 hours straight without a full meal. The cookies gives him something to keep him going for each time zone he travels through, and the milk to go with it just makes sense.
