That's his character Graham, I don't really know much about him but I always just imagined him running around and jumping between roofs and being all badass and shit. I don't know if that's the sort of place he'd hang out but I thought it kinda suited him...
This took waaaay longer than I'd hoped (and I'd have still liked to add some more detail to the background) but I hope it's okay.

Is some kind of uchronie where ritch people improve their bodies usig robot parts. He is the first cyborg build with a mechanical base and then filled with organic matter.
He runs away from a sect that wants to destroy him coz they think he's a scientific outrage. So he joined this kind of secret resistence that tries to dismantel the drive chaine of the religious fanatics that irrupted the goverment and economy.
