you can use any old art program.
for instance Gimp 2.6 of photoshop
just use every layer as a frame and- just check out this tutorial

Even though I used to play with this kind of art, I can only imagine how much patience it requires to be a pixel artist. What a shame you don't plan finishing the other animations, that would be a blast.
