Very late response, but it's a McDonalds happy meal toy from Japan (I'm pretty sure Japan, I'd have to find the package to check 😂) it also came with a Ferris wheel that you would put together and he can ride in it. It has four seats so up to 4 of the different ones could all ride at the same time (the wheel is a wind up)

I made one out of modelling clay, currently got the little guy sitting under my monitor along with a Pichu and an Electrode I also mode out of the same material.

I had the plush of him i miss all the old shows on cartoon net like powerpuff girls,dexters lab and the grim adventures of billy and mandy its the same with nickloaden they canceled shows like invader zim,ren and stimpy,angry bevers and rugrats. *sniff*

The sad thing is I only have a ONE Hamtaro toy left, and thats Panda. I used to have like 5 of them when I was 5!
