Marion County was formed from the old state government, becoming a pseudo-monarchy when the United States collapsed and Governor Wilson Scott named himself Count. He used labor gangs and militias made up of refugees from the dead big cities to gain control of surrounding towns.

The Oregon Coast Republic was formed by the Coast Guard in Tillamook. They were almost destroyed in an early war with County Clatsop, Astoria's attempt to emulate Salem's success. However, OCR had more support from other coast residents and overcame lone star Astoria. They are now a major trade partner with VanCon as well as County Marion's greatest rival.

The Vancouver Confederacy, or "VanCon," was formed by independent cities banding together around the old territorial capitol. The sleeping giant of the North, the cities are slow to agree on anything yet hold the greatest combined military strength in the region. They are also the greatest naval power, having liberated several ships from Seattle.

Outside of the sovereigns are a number of fiercely independent cities. No two are alike, some retaining democratic, republican government while others degenerated to lawlessness or falling into the hands of tyrants and despots.
