Personification for Israel as a whole.
As in the bible it's the daughter of Zion or Yehuda.
It's actually the same girl from the Holocaust to the Declaration of the State of Israel or even to our days.

I love this work. Very emotional, and also beautiful.
As for technical tips:
You should use a paper that can absorb more water for water colours.
I assume you used here standard printers paper, am I right? If yes, then it's only 70 or 80 gr. You should use either water colour paper or at least 180-240 gr papers.
Since it can absorb more moisture, it gives you more freedom to use more saturated colour and enhances your blending options on mixing colours on paper without damaging it.
Also I would advice, in general, for paintings and drawings, that are not just sketches to use 180-240 gr papers, because they are more durable and provide you more technical freedom to work with without having constant fear of tearing it easily, either by pencil, eraser or water colours.
